Understanding developments in Participatory Governance: a report on findings from a scoping review of the literature and expert interviews

The following report presents findings from a scoping review of the literature and a series of expert interviews carried out between April and December 2021. The purpose of both the scoping review and the interviews was to gain an overview of recent practice in participatory governance, looking at initiatives across Europe over the past decade. By participatory governance, we refer to participatory forms of political decision-making used to improve the quality of democracy (Geißel 2009, cited in Heinelt 2019). More specifically, we were interested in understanding whether and how efforts at institutionalisation and rapid digitalisation are facilitating deeper embedding of participatory governance within politics and policymaking, by identifying and analysing innovations, new insights, and persistent barriers. Furthermore, we examined what efforts are being made to include disempowered people within analogue and digital spaces, how certain groups continue to be excluded, and which strategies are being adopted to deepen inclusion.info:eu-repo/semantics/publishedVersio

Purpose This paper aims to provide an introduction to how worker co-operatives and other organisations based on principles of the participatory economy have been adopted in a range of international contexts as a vehicle for transforming places with a strong aspiration to address location-specific social challenges. Design/methodology/approach Through a presentation of four narrative cases, the paper exemplifies international experiences of co-operative approaches to place-making. It critically reflects on the philosophical and strategic underpinnings of the projects implemented in Rochdale, Preston, Bologna, Rome and Cincinnati. Findings The practical experiences of a number of local projects of place-making involving co-operatives are conceptualised. The research has identified the importance of institutional, organisational and legal constraints for transformative cooperative-based place-making initiatives. It shows a strong relevance of the place’s historic legacy and communal governance for the choice of place-making approaches. Research limitations/implications Further investigation is needed to establish whether co-operatives have the same driving force potential in terms of local regeneration and community wealth building place-making in non-Western contexts and less developed locations. Practical implications The paper highlights cases that incorporate place-making practices involving the co-operative organisation and municipal participation and considers their transferability potential. Originality/value The paper advances an important conversation relevant to researchers, educators, co-operators, politicians and local officials on diverse contemporary approaches in towns and cities that seek to reshape and regenerate local socio-economic fabric by engaging tradition, principles and organisation models developed within the co-operative movement

Rural Industrialization - Analysis of Characteristics and an Approach to the Selection of Industrial Plants for Kibbutz Settlements in Israel

    No full text
A major problem related to rural industrialization is the selection of the types of industrial plants suitable for rural communities and their matching with resource potential and preferences of specific communities. This paper presents a methodology developed to cope with this problem and its empirical application to collective rural settlements in Israel

Early Carboniferous anorogenic magmatism in the Levant: implications for rifting in northern Gondwana

<p>The Variscan orogenesis in Europe peaked during the Late Devonian–Early Carboniferous times when Gondwanan terranes collided with Laurasia. Hitherto it has been thought that Carboniferous tectonics in northern Arabia and the adjacent parts of NE Africa were broad swells (‘arches’) and depressions (‘basins’) that formed as a far-field contractional effect of the Variscan compression. The discovery of a 351 ± 3 Ma (U–Pb in zircon) within-plate felsic volcanism in the Helez borehole, southern coastal Israel, suggests that the Levant Arch is, instead, extensional in origin. Felsic volcanism was associated with gabbro underplating of the crust, an extreme (~50°C/km) crustal thermal gradient, major uplift, and truncation of the ≥2.5 km section. Taken together with the recent discovery of the ~340 Ma oceanic crust in the Eastern Mediterranean, the Levant Arch is interpreted as an uplifted shoulder of a rift, preceding ocean spreading.</p
